			<p style="font-weight: 400;">KARC Planning Consultants was retained to provide comprehensive construction administration and management (CA/CM) services for the design, permitting, and construction oversight of a 3,300-linear-foot force main and pump station project. The scope of work included securing all necessary building permits, managing RFIs and submittals, maintaining daily construction observation reports, and documenting field changes. KARC facilitated the resolution of contractor disputes and actively participated in site meetings and walkthroughs with the Town and regulatory agencies.</p>
<p style="font-weight: 400;">This project also included coordination and permitting with the NYS Department of Environmental Conservation (NYSDEC) and the Dutchess County Department of Health (DCDOH), from initial approvals through final Authorization to Operate. KARC also coordinated with NYSDEC on the decommissioning and removal from permit coverage of the existing wastewater treatment plant.</p>
<p style="font-weight: 400;">Additionally, KARC oversaw system testing, coordinated punch list completion, and ensured a smooth and timely final project closeout of the force main and pump station project.</p>

			<p style="font-weight: 400;">KARC Planning Consultants, Inc. provided comprehensive Project Planning, Permitting, Construction Management and Construction Administration services for The Village in the Hudson Valley, LLC, a Planned Residential Retirement Development (PRRD) and an Assisted Living Facility (ALF) on a 58-acre parcel in the Town of Lloyd, New York.</p>
<p style="font-weight: 400;">Planning services includes coordination with town officials and boards, State, County and Municipal oversight agencies, engineering firms and site contractors through a multi-year development and building process. Permitting for the project includes coordination with NYSDOT, NYSDEC, NYSDOH, NYSHPO, Ulster County Planning and the Town of Lloyd.</p>
<p style="font-weight: 400;">Construction Management included coordination with all aspects of engineering including site/civil, architectural, MEP, structural, electrical, third-party materials testing, contaminated soil mitigation, town engineers, and State, County and Municipal agencies, and monitoring contractors and sub-contractors work schedules and progress.</p>
<p style="font-weight: 400;">Over 20 gravity retaining walls utilizing the precast concrete Stone Strong System were designed for terraced earthwork stabilization. KARC monitored deliveries, placements, payments, and design changes, electricity, and internet services to PRRD and ALF, and continual communications with civil, architectural, electrical, structural, MEP and other engineering disciplines during the planning phases as well as during construction.</p>
<p style="font-weight: 400;">Continual planning and execution of construction phases are taking place throughout the project.</p>

			<p style="font-weight: 400;">KARC Planning Consultants provided Construction Administration and Construction Management services for repairs to the public water and sanitary sewer systems at the Cooper Road Community Water and Wastewater System in the Town of Wappinger, NY.</p>
<p style="font-weight: 400;"><span style="font-weight: 400;">KARC managed the improvements and coordinated all aspects of the project with Dutchess County including construction progress meetings, site visits, submittal logs, RFI management, scheduling coordination, correspondence management, review of contractor payment requests, and punch list, as-built drawings and close-out documentation coordination.</span></p>

			<p>Upon declaration by the Dutchess County Executive that they Nelson House Annex was a danger to the residents of the County, KARC along with ERSI safely removed the building.</p>
<p>The project consisted of three structures which had been previously abandoned by the County. As the structures contained Asbestos materials, the project required the removal and demolition of the material as friable asbestos.</p>
<p>The project was complicated by the fact that it was within an urban setting, with active office/government buildings on either site of the site. Pedestrian and vehicular traffic was constantly monitored. Removal and disposal of the structures all performed within all local and state rules and regulations. Dust control and maintenance/protection of area surrounding the site was critical to the successful operation of the surrounding office/commercial/government center.</p>
<p>Upon removal of the structures and reclamation of the site, the project area was returned back to Dutchess County and is currently utilized as a municipal parking lot.</p>

			<p>KARC, LRC and Birdsall Engineering assisted Dutchess County with the design, permitting and construction management of the Quite Cove waterfront and shoreline improvements. The project involved aspects of Civil, Structural, Marine Surveying (bathymetric survey) and Marine Engineering as well as SEQRA compliance.</p>
<p>The design included renovation and replacement of the existing bulkhead and implementation of shoreline stabilization measures along the remainder of the riverfront. Stabilization measures included vertical bulkheads, sloped ecologically enhanced shoreline habitat enhancement features. This project included work within and directly adjacent to the tidal portion of the Hudson River.</p>
<p>The team worked with the various permitting agencies including the US Army Corps of Engineers, New York State Department of State, New York Department of Environmental Conservation and the New York Office of Parks, Recreation and Historic Preservation in preparing a project which met budget and schedule that was established by the grant provided by the New York State DEC Estuary Program.</p>
<p>Upon approval of the design drawings by the various permitting agencies, the team advised the County on all matters regarding bidding of the project, project award and the construction of the project.</p>

			<p>KARC with Fuss and O’Neill provided Professional Planning and Project Management Services for the conversion of Market Street from one way to two way vehicular traffic. The project included the preparation of all SEQRA and NEPA documents as well as the design drawings for the project. All permitting required review and coordination with the New York State Department of Transportation, Federal Transit Authority and Federal Highway Administration.</p>
<p>The 1.8 million dollar project included a new Transit Center that accommodated municipal and commercial busses as well as parking for vehicles and bicycles. The design addressed the provision of a sheltered system for bus passengers and incorporated pedestrian-friendly landscape elements. The new Transit Center required relocation of the existing parking garage entrances and exits accommodate the new traffic flow patterns.</p>
<p>The project required the provision of a new Intelligent Transportation System (ITS) and a needs analysis was completed. The needs assessment focused on the broad “operational needs” for ITS system deployment and a link with the local rail system and various local municipal parking lots.</p>
<p>The team managed the identification of all existing underground utilities (water, sewer, storm) and local gas, electric and telephone lines. The project also required the identification of all underground vaults and historical basements below the roadway and building system which extended underneath Market Street.</p>
<p>The design of the project included all hardscape and streetscape improvements and challenged the design team as the existing urban setting required creative design so that that the new roadway system connected all existing driveways, roads and parking areas while at the same time ensuring the proper marriage of vehicles and pedestrians.</p>

			<p>KARC provided Project Management and Professional Planning services for a variety of Campus projects including a Master Stormwater Analysis and Improvement Plan, coordination of Site Plan design and approval for a variety of building improvements and new buildings at Vassar College.</p>
<p>In addition Project management services were provided for analysis of vehicular/pedestrian campus conflicts and adaptive reuse of campus smokestack for wireless purposes. All projects required compliance with all SEQRA regulations as well as State, Regional and Local permitting.</p>

			<p>KARC managed the construction of a new Planet Fitness facility in Lagrange New York. The project involved the permitting of a 20,000 sq. ft. Planet Fitness facility, 5,400 sq. ft. Office Building, 5,250 sq. ft. retail building and a 3,440 sq. ft Bank as well as construction of the Planet Fitness, underground sewage disposal system, new water system and associated infrastructure. Responsibilities included the preparation of the design and all permitting required for the project including SEQRA approval, NYSDEC SWPPP approval, local erosion and sediment control approval and Site Plan Approval from the Town Planning Board.</p>
<p>Once permitting was completed, acted as the owners representative and supervised all construction project components including oversight of the preparation of bid and design documents; management of design team including architects, civil engineers, structural engineers, MEP engineers and project contractors and masons; released project contracts, oversight of RFI’s and all project submittals, review of all change orders and field changes; oversight of construction survey; construction oversight and/or inspections of site work, foundations and building components; coordination with owner on all project components; closeout packages.</p>

			<p>KARC managed the construction of the renovation of a 1942 Poughkeepsie Journal Building into class A office space. This Roosevelt Era historic structure has been converted into a first class multi-tenanted office facility. This building is part of a municipal triad which includes City Hall and the United States Post Office. The main entrance to the building is the entranceway into the historically significant rotunda, which illustrates the history of the printing press and the First Amendment. This artwork was commissioned by President Franklin D. Roosevelt through the Works Progress Administration (WPA) in 1942.</p>
<p>The interior of approximately 70,000 square feet of the structure was removed and reconstructed to meet individual tenants design criteria. The project involved coordination with the Tenant on Space Planning and proceed to the management of the construction of the project. Responsibilities included the preparation of the design and all permitting required for the project including SEQRA approval and Site Plan Approval from the City Planning Board.</p>
