Our Director of Planning, Natalie Quinn, will take the lead role in this position based on her extensive experience in municipal planning and land use review. KARC will assist and support Beacon’s City Council, Planning Board, Zoning Board, and staff on planning and zoning matters, including site plan approvals, SEQRA reviews, zoning code amendments, and general municipal planning services. The role was previously held by John Clarke, a renowned planner in the region who is now retiring after years of service to Beacon and Dutchess County as a whole. We look forward to assisting the beautiful City of Beacon as it continues to be a leader in the Hudson Valley.

Prior to joining our team, Natalie worked as Development Director for the City of Poughkeepsie where she was responsible for guiding Poughkeepsie’s overall growth and development. She led long-range strategic planning efforts, most notably the development of the PK4Keeps Comprehensive Plan, a city-wide zoning code update, and the Local Waterfront Revitalization Program (“LWRP”). Natalie also assisted in turning plans into reality by streamlining the city’s land use review and approvals process to facilitate the approval of over 1,500 housing units and 1 million square feet of commercial space, totaling nearly $1.5 billion in investment over 5 years. Before joining the City of Poughkeepsie, Natalie worked in the private, public, and non-profit planning sectors in New York City. Working at Kevin Dwarka Land Use & Economic Consulting, Natalie provided municipal clients with expert regulatory and policy analysis focused on the rejuvenation of commercial districts, achievement of smart growth principles, and adoption of transit-supportive land use policies. Prior to KDLLC, Natalie worked at the NYC Department of City Planning, Bike New York, and Citizens Planning Association in Santa Barbara, California.

Natalie received a BA in Environmental Studies and Geological Science from the University of California at Santa Barbara and moved to New York City in 2012 to pursue an M.S. in Urban Planning at Columbia University’s Graduate School for Architecture, Planning, and Preservation. With a dual concentration in International Planning and Sustainable Land Use, she has worked on international projects focused on downtown revitalization and growth management.
