KARC Planning Consultants, Inc. was founded in 2008 by Kelly Libolt. Ms. Libolt began her career as a project planner and rose through the ranks to become a Senior Project Manager for Civil Engineering, Construction, and Demolition Projects. She opened KARC Planning Consultants with the goal of providing superior project management and strategic planning services for complex engineering and construction projects in the Hudson Valley and beyond.
The firm is well experienced in managing all aspects of Civil, Structural, Water/Wastewater, Geotechnical Engineering, Survey, Master Planning, Stormwater Design and Landscape Architecture projects. KARC Planning Consultants has worked with a wide variety of clientele including Municipalities, Architects, Engineers, Private Developers, along with various County, State, and Federal Agencies.
Over the last 15+ years, KARC Planning Consultants has grown into an experienced and reliable team with varying knowledge and expertise to best serve each unique project and customer.
Meet the Team
Kelly Libolt, President & Owner
With over 20 years of experience, Kelly brings diverse technical skills to any project. Her experience with a wide range of design and construction projects throughout the Northeast has resulted in a detailed knowledge of the land development, construction and permitting processes.
She has managed numerous types of projects including commercial, residential land development, public works, communication facilities, fueling stations, transportation facilities, as well as site and building construction projects and demolition and abatement projects.
As the founding owner of KARC Planning Consultants, Kelly is responsible for the oversight of all projects that are managed by the firm.
Natalie Quinn, Director of Planning & Development
Natalie has nearly 10 years of experience in both urban planning and project management in both the private and public sectors. Detail-oriented with a knack for organization, Natalie has been successful in a multitude of roles by focusing on data analytics, establishment of policies and procedures, and adherence to milestones and metrics to track progress towards identified goals.
Her expertise is in land development, Main Street revitalization projects, NYS Climate Smart Communities, transit-oriented development, alternative transportation planning, and public administration.
Outside of work Natalie enjoys taking advantage of the wonderful nature activities that the Hudson Valley has to offer. She rows crew on the Hudson River with Mid-Hudson Rowing Association, hikes in the Catskills, and rides her bike all across Hudson Valley. She is also learning to flyfish and mountain bike.
Kelly Floyd, Controller
Kelly has over 10 years of experience in operations management of Dutchess County based businesses. She utilizes her background in marketing and strategic planning to oversee the growth and development of KARC Planning Consultants, Inc.
As a spreadsheet enthusiast, Kelly spends most days compiling, organizing, and analyzing data and business metrics. She is also in charge of all WBE and DBE certifications and compliance.
Outside of work Kelly enjoys spending time with her husband and two daughters enjoying the outdoors, but spends most of her free time at her kids’ sporting events and practices.
Amy Argyrakis, Project Manager
Amy joined KARC with over 20 years of experience as a Project Coordinator for multiple large firms across the country. She started out her career in Las Vegas, NV; moved to Phoenix, AZ; then settled in Dutchess County in the early 2000’s.
She has worked on projects stemming from city-block developments such as the 23-story Bank of America Office Tower with Tenant Improvements and underground parking in downtown Phoenix, to 500sf retail structures in upstate New York. No project is too big or too small for proper coordination and development, both of which Amy thrives in.
Outside of work, Amy spends a lot of her time enjoying the outdoors or making upgrades to her home with her husband
Eileen O’Neil, Project Manager
With over 15 years of experience in Project Management on federal, state, county, and municipal contracts, Eileen brings a unique set of skills to our projects. She is experienced in civil, architectural, geologic, and environmental engineering, as well as construction administration.
She has managed numerous types of projects providing management of engineering field staff, contract specifications, safety, budgets, and scheduling. Eileen has also worked in business development, field investigations, environmental assessment, and laboratory operations.
Eileen manages all of KARC’s WBE and DBE projects and coordinates the work schedules of our Construction Observation Specialists.
Outside of work, Eileen spends time with her best friends (horses and cats), her daughters and their families, maintaining her sanctuary cabin in the woods, and helping local senior citizens in need.
Jozlyn Young, Project Manager
Jozlyn joined KARC Planning Consultants in May 2023 and has quickly become an invaluable asset to the team. Serving first as a Project Assistant, and now as a Project Manager, she plays a key role in coordinating project teams on both large and small-scale levels, ensuring that all milestones and deadlines are met with precision.
Her expertise includes preparing zoning analyses, applications to various municipal boards, Environmental Assessment Forms (EAFs), presentations to municipal boards, and IDA applications.
Outside of work, Jozlyn enjoys reading and spending time with her husband and family. Pretty much anywhere she goes you’ll find her reading a book!
